Your client being state government, I would absolutely call to discuss with them. I’d do this if I came to this situation. You don’t want to make assumptions when they may have a policy regarding these existing conditions.

For sure @RobertUSA They have never done one either and pretty much kicked it back to me to determine a plan and present it. I think I'm leaning towards 2 SFs that meet in the middle of the project vertically with a little overlap.

I'm gonna go out on a limb and say there is interesting Geoid Model topography to deal with for this one. I was checking a local area and the geoid height changes 9 feet in 12 miles.
