I have a 7 acre survey to perform for HUD refinancing.
It is an apartment facility.
I have no problem with affixing price here or the survey tech standards and requirements.
I just want to open discussion on the pitfalls and particularly the HUD Surveyor's Report (HUD-92457 -02/2006)
There is a problem with utility marking at this location and specifically ATT.
I am having the abstract delivered from the attorney. Finance guy is out of Jersey.
I got to get busy here so I will check back much later. Thanks in advance for any comments

Fridays use to be the slack day but does not work like that anymore.

Don't current HUD standards incorporate ALTA/ACSM Land Title Survey Standards, asking for specific Table A Items?

If so, then I assume you are referring to Item 11 (I'm sure you already know this.....):

Location of utilities (representative examples of which are shown below) existing on or serving the surveyed property as determined by:
_____ (a) Observed evidence

_____ (b) Observed evidence together with evidence from plans obtained from utility companies or provided by client, and markings by utility companies and other appropriate sources (with reference as to the source of information)
• railroad tracks and sidings;
• manholes, catch basins, valve vaults or other surface indications of subterranean uses;
• wires and cables (including their function, if readily identifiable) crossing the surveyed premises, all poles on or within ten feet of the surveyed premises, and the dimensions of all crossmembers or overhangs affecting the surveyed premises; and
• utility company installations on the surveyed premises.

Depending upon which option is chosen by the the lender/client/HUD, this shouldn't be a problem. If there is any uncertainty as to the ATT line location, you should specifically call attention to that fact in a note. You indicated there is a problem with mark-out....what kind of problem?

You can only locate what you can verify....anything else is conjecture (does that pipe really run straight between manholes?) or dependency upon mapping done by others. With regard to showing underground utilities, I put this note on all my surveys:

"Locations, size and extent of subsurface utilities are shown as per record drawings supplied by the agency/utility, and there is no guarantee as to the accuracy or completeness of such information, nor is there any guarantee that all utilities are shown. All subsurface locations are approximate and not verified in the field. As per State Code Rule 753, contact the One Call Telephone Number at least two but not more than ten working days, prior to commencing demolition or construction.

For additional information, contact the following agencies/utilities: (list gas electric telephone, etc., etc.)"
