I didn't mention anything about ranches. As far as whether some fences are boundaries in Utah, it's probably wise to pay attention to the Utah Supreme Court in such matters.
How far off line can a fence get before you can't reach through to punch the marker (save the long drive to the other side or the climb over)?
Also, I can see why you don't like RTK GPS, especially for punching markers. If you set on the marker long enough (waste time making the punch mark) it will move around on you. If you linger long enough you will have it all punched up about the size of a dime. One good thing is the next fellow wouldn't need to punch it, just pick the punch mark that fits.
I'd expect that in that wasteland of Texas you are so fond of, a dime would be good enough. Maybe you could get a special punch that made say twenty dimples all at once about the size of a dime, get more efficient. You'd likely get about the same result using static GPS but then you'd need to hang around for days to make all the punch marks, probably not worth to 1/4 inch or so improvement in the size of the pattern. So just go ahead and punch it once where the least squares puts it and believe it's accurate to the size of the punch mark. As long as you never go back and measure it again the fantasy is great!
How to get over fence
This looks like fun!
