Now I don't feel special

Permits are issued so the government can protect the public, at least that is the claim. Don't need FEMA, get flooded, your house gets destroyed by wind, or burned by wild fire, collect from the agency that sold the building permit in the first place, they are there to protect you, they guarantee your safety with a permits that show all the proper hoops have been jumped through.

I've surveyed a few new houses far above the flood zone that I recommended to the buyer that they should check on flood insurance.

For some reason the builders or the landscaper did not plan the drainage very good and funneled the water drainage right down the drive into the garage or front door or from the backyard into the patio and sliding glass doors.

So, examine the situation, because bad drainage causes flooding, even on the side of a hill.
