We worked for an Engineering firm who was designing 6 miles of sewer main. We contacted the gas company and asked for their maps in the area. It became a real battle and they said they could not release due to Homeland Security regulations.
If you set a stake or a spike, you are penetrating the surface of the ground and technically need dig-safe to mark the area. I almost went that route, but they gave me their maps before I resorted to requiring the 6 miles of road to be flagged within 72 hours.

this one could be any number of sub contractors on the job.
I've never thought about vandalism of surveyors stakes as "terrorist activity".
Seems like a bit of overreaction here by this Bureau of Justice Assistance.
On the other hand, some of our personnel work at one of the most secure (non-military) construction sites in America, yet equipment is stolen all the time.

New excuse for the party chief when something doesn't get staked right.
on return stake trips we back notch all lathes. teach that little kid to pull on my sticks.
Admitting that could lead to a very expensive lawsuit, regardless of what the injured party had done.
i dont get it. is the 'back notch' buried, like a barb in the ground? oh, or toward the top, so's they get splinters when they touch it.
