Elevation Certificate - auto dealership

I am doing a boundary, topo and an Elevation Certificate on a local auto dealership. The only building on the property has the showroom and sales offices in the front and the service center in the back. They are connected but constructed of different material. The front section is stucco and the rear (service) is steel framed with metal. The floor of each section is the same elevation. The service area has 3 bays with garage style doors.

Question: Would you consider the service area an attached garage for EC Section A9 purposes?

I wouldn't since it's a commercial building and the entire building is serving the needs of a single use - auto dealership. But I would put explanations in the notes section and perhaps label the photos.
