I always thought setting monuments was an option in Washington, time to review I guess. That said though I make it SOP to monument.
I've been called in to mark boundaries that other surveyors showed on stamped boundary / topo survey maps for adjoiners. The adjoiner gets enough survey for construction permitting & makes money. The poor neighbor, my client, who doesn't want to rely on just a map has to pay for another survey. Since we're a recording state monumenting a line calls for recordation & with a single page filing fee of $138 it gets expensive. Of course since the first surveyor didn't set anything he doesn't have to file or budget for the time needed to monument his lines which brings his budget in at, dare I say it, a "Low Baller" rate. I guess it works for them but in my not so humble opinion, in fact less humble every day, it doesn't seem to protect the public interest.

I think you missed the sarcasm. Of course an ALTA Survey is a boundary survey. But some people want to jump through mental hoops in order to not have to do their job.

"The Board received emails from Michael Maguire asking for clarification as to whether an ALTA/ACSM Land Title Survey is a Boundary Survey. Mr. Maguire was present at the Board meeting.
The Board had previously responded to Mr. Maguire’s question in an email stating that whether an ALTA/ACSM Land Title Survey qualifies as a boundary survey depends on the wording of the certification. The standard ALTA Certificate does not refer to the Maryland Minimum standards, and therefore the answer is no.
Some attorneys add into the standard ALTA certificates that the “survey” conforms to the minimum state specific standards and then the answer is yes it is a boundary survey.
Further, if the ALTA requires a boundary survey in the State of Maryland, then the survey must conform to the definition of a boundary survey. Within the checklist for ALTA, there is a provision for boundary survey of the property. If that is checked as being required, then state’s requirements must be met."

A. Purpose.
(1) The boundary survey is a means of marking boundaries for sufficient definition and identification to uniquely locate each lot, parcel, or tract.
Marking boundaries, not just depicting them, is what statutorily differentiates a boundary survey from any other type of survey
