You should walk over to the White House, with a cloth tape, plumb bob, and clipboard, and say your here to do a survey for a new fence/wall around the property.

It could have been used to move ammunition since brass is non-ferrous.
Does the axle have ball bearings? Looking at pic I'm not sure. Polished and boxed it looks laboratory grade.
