Dual Responsibility Boards
I used to think the same thing. Now I realize the committee's go to the board and the board votes tell the committees what to do. There needs to be a huge public outcry over something for a politician to go against a board vote. The only circumstance I can think of where something similar happened was the adverse possession fiasco a few years back. In that case the newspapers publicized a court case as the legalization of land theft. The legislature passed fairly reasonable AP law in spite of the ABA opposition. The ABA serves the same function to the legal profession as the engineer board does to surveying.
