Your dentist example is spot on in the context of giving back. I understand the natural disaster example too.

However, natural disasters seem to have a way of bringing out the most corruption on full display once "relief funds and effort" start rolling in.

There are still lawsuits from Katrina. New Orleans has some serious issues with their politicans and contractors. (Although, I don't know why they keep rebuilding a place that is on the coast and literally below sea level?)
