Not sure I understand the question. We talking linework or pts.
If were talking pts actually being in 3d then arctan x is right.?ÿ
If you want your pts to have a 0 elevation i think your gona have to make 2 crd files and edit 1 so all the pts have 0 elev.
if its linework i would isolate all of your lines then look under edit dropdown for 3d entity to 2d this should prompt for desired elevation then just window selection. at least thats where i find it in carlson 2017/2018
