I originally created separate drawings for each sheet, as it is the simplest way to correctly display the information. My client is requesting that I, if possible, submit the drawings combined into one drawing.
I have settled on combining all the drawings into one master drawing. The first drawing I am creating has 5 sheets. Four of the five sheets have graphics, with the fifth sheet having the written property descriptions, so that sheet is no problem.
Each sheet has a separate drawing scale. This is needed to meet the requirements f my client, as each sheet essentially "zooms" in on the parcel in question. The problem I am having is getting the linetypes to display property in model space and paperspace.
I am using layer states to display each sheet.
The scales are as follows:
Sheet 1: 1"=300'
Sheet 2: 1"=100'
Sheet 3: 1"=50'
Sheet 4: 1"=20'
Sheet 5: 1"=1' (paperspace only)
I am using Carlson Survey 2008 Standalone with embedded Autocad.

Go to FORMAT, Linetype, and check the box for "use paperspace units for scaling". It's not perfect, but I've not found a better way to use one set of linework at different scales.

EDIT: I think I found it under the Linetype Manager. I still son't think I have something right, though.
P.S. have you signed up for the TAPS Convention yet?
I looked under my demo copy of Carlson 2012 w/autocad embedded. It is under the linetype manager. Click "show details" in the upper right corner of the dialog box, then you should see the check box in the lower left corner "use paperspace units for scaling".
I signed up for the conference on my laptop back in January while I was observing the TAPS board meeting. I wanted to make sure I remembered to do it before I missed out on the early bird special.
Thanks! I was hoping that was it. I think I found a workaround, but there has to be a better way to do this. I'm glad only one client needs stuff set up like this. I will definitely be talking with the Carlson guys while I am there.

I'm trying to make the transition to Carlson, but LDD2i is what I know and use daily. I agree that the "use paperspace units for scaling" is a pain. One major downside is that with the box checked, linetypes don't display correctly in modelspace. I typically set the ltscale correct for my primary sheet so everything looks normal while I'm drawing then check the paperspace scaling box when I'm ready to print. Always do a paperspace regen before printing or the linetypes often don't scale correctly.
Hopefully in the newer software there's a better way.:-/
What is making this difficult trying to have multiple layers directly on top of each other, all at different scales.
For me handling the linework is easy. Its the symbols and text that have to be duplicated for each sheet at the correct scale that drive me nuts. The use of sheet specific layer names and saved layer states will allow you to quickly turn on or off the layers for a given sheet while working in modelspace. When you're ready to print turn on all layers in modelspace and then use the layer manager in paperspace to control which layers are visible in each sheet.
I'd offer to take a look at it for you, but with LDD2i and Carlson 2012 w/embedded Autocad, I'd probably do more damage/cause more confusion than anything.

Thanks for the information. I think I figured out a simple way to make this work. I set my drawing scale, and manually adjust the linetype scale for the lines that are visible in the viewport for each sheet. The linetype scale for each sheet would be multilples of 100 based upon the drawing scale for each sheet.
It seems to be working for the moment.

For insets in Carlson Survey 2008 standalone with AutoCAD embedded, I simply select the objects I want, copy them to another part of the drawing, scale them up or down as necessary, then draw a little box around them noting the new scale. I do all annotations before I scale it up and then adjust the size of text. It takes VERY little time.
I've had no classical training in AutoCAD so I'm self taught and this works VERY well.
Shawn Billings tried to help me get paperspace, but I'm a nut with the wheel on the mouse and it never took. I've had 24x36" drawings with the plan at one scale and a dozen insets at different scales before and never had an issue. The hat trick is make sure all of your line work is done first. I'm sure that's the ONLY advantage paper space has on my method, and I can see ALL of my drawing and insets at the same time.
Copy, paste, scale, move to proper location. Isn't that simple enough?
If you ever want to have multiple views with diff scales in the same dwg, you can set "psltscale" to 1, and have all of you PS layouts as 1 to 1, and all of your L/t's will be a-ok.
I dont use Carlson, but i use ACAD. Here is how I setup my linetype scales for paperspace:
MSLTSCALE=1
PSLTSCALE=1
LTSCALE=1 -or- LTSCALE=0.5
