Up and down arrows no longer move me around the cells.
Now they just scroll the whole thing. Nothing else is doing this.

"Scroll lock"??. Bit of a hangover from Lotus 123 I think.
On my keyboard it's marked as Fn + F12.
Also down the bottom left of the excel screen (2010 here). Right click anywhere on this status bar and there should be an option to switch it on and off.
