Is there a way to convert a file downloaded from a county website to a format that can be imported in Carlson 2008?

ESRI.ArcGIS.ADF.Web.MimeImage.ashx

if you have acad ldd map, you can import the file as a shape. then you supposedly can open that file with Carlson...

but i'm sure carlson would accept shape files as an import.
