Is the ITRF considered a datum or a location reference frame only?

Hi @cturlington,
Before wrangling particulars about transformations, you might want to nail down some terms, like the difference between a reference frame and a reference system. One of the best cut-to-the-chase explanations of datums and coordinate reference systems is:
