Former Pine Bluff City Councilman, Mayor, State Legislator, and Retired Land Surveyor Jerry Wayne Taylor, 78, of Benton, Arkansas, formerly of Pine Bluff, Arkansas, passed away March 19, 2016. Jerry had an incurable rare disease, Progressive Supranuclear Palsy (PSP).
