I found this bauble in the box where my uncle kept his tie tacks and cufflinks. The 
studs on it make me think it may be some sort of gentleman's vest adornment, like a watch chain.
I dunno, but it might be something that went with his Zoot suit.

Here's a wild @ss guess. Each end goes through a collar button hole and the middle restricts the movement of a tie. A lovely little tie chain of a sort.
Is the middle actually a pin?
