I don't see how you can get more than 998 with three digits.
I moved the bottom horizontal of the five and turned it vertical to close the upper right to make a 9.?ÿ Then I turned the lower left vertical of the zero horizontal and placed it in the middle to make a 9.
Sticking to the rules, both stated and implied, the answer is 980.
