AUTOCAD (2012) ACTIVE VIEWPORT QUESTION

For my survey maps I create a Large viewport and then several
detail viewports on top of and smaller all around the map.

What is the command/setting that brings the smaller viewport to the top
so I can select it and work inside it ? (in modelspace)

right now I have to turn the large viewport off to get the smaller one to
react.

Try "Draworder"
Then select the larger VP (enter)
send to back(enter)

That works for me.

Ctrl R cycles through the viewports.

I'm still in 2006, but I usually make my viewports with a polygon and add a few extra points so I can work with details. I also started blocking my details with a wipeout below it so I can have them on/off in different viewports while using the same layers and not cutting anything.
Back to the viewports, if you take a polygonal viewport and draw a polyline, trim the viewport and polyedit it with the polyline it changes the shape of your viewport and number of vertices. There are still phantom objects left behind, just watch the OSNAP shapes appear where the viewport was trimmed away.
