I can not post a reply to anyone's post without picking a category. But I can't pick a category - nor should I have to - because it's disabled.

Have you also noticed that the list of available ctageories changes depending on whether you are logged-in or not.
ie I cant see "general non-surveying" if I'm not logged in

That is by design. No need to scare off nice potential joiners by exposing them to crudity of P&R and other non-survey specific categories.
