Platform-Dependent Navigation Differences

On my desktop browser, this site has a set of basic navigation links at the bottom of the page (Contact Us, Help, Home, Top), but on my Android phone (Chrome) these don't appear. The Top link, in particular, is very useful when dealing with long threads. Is there a way to put a Top link at the bottom of the mobile screen?
