I am working in my LiDAR processing software. It asks for a height of instrument to phase center. I have attached a pdf of the user manual depicting two phase centers. Which one is used and what are the distances?

The NGS antenna calibration database shows this:
NGS_ANT_NAME,GPSL1pco_m,GPSL2pco_m
TPSHIPER_VR NONE,0.0587,0.0528
Normally use the GPSL1 phase center offset (ARP to PCO) which should be 0.0587m
