Lots of folks are calling me with OPUS-STATIC submissions (JDay 250-252) that fail with the message:
9011 OPUS could not process the data file that was submitted. The data was
9011 either very noisy or it was collected in kinematic mode.
The six that I have looked at so far today have all run succesfully once you manually pick three CORS sites to process against.
(I first look at data availability for the sites I want to use, to make sure they don't have any gaps that overlap the job observations.)
My theory, which I can not prove, is what ever function in OPUS is picking CORS sites for use, is picking sites that are long ways distant. The resulting vectors are noisy and generate the 9011 message.
It does not appear to be vendor specific, I have received calls from Ashtech, Spectra Precision, Trimble and (of course) X90 users.
So the take away here is: if your job fails, try submitting again with a list of nearby CORS stations.

I've also noticed that it is important, even though OPUS can eventually handle it, not to cross UTC midnight. Results take much longer it seems.
As you suggest, I have had nearly immediate results processing with my own selected sites, generally I only have to wait for the last hour data was recorded in to conclude before being able to process. So the wait time is <1hour if the file doesn't cross midnight. The messages I see from OPUS are generally meaningless to me.
