WRT my post, I though Mr. Billings was interested in the particulars not implementation of a dynamic reference frame.
I always understand the mission of the NGS to be that of providing the National Spatial Reference System. This framework can be used, or not, by all variety of users. The NGS does not do property and development surveying. Concerns from these communities are addressed as they are raised.

You should note the presentation by Mr Pat Simon of Baltimore County, MD who brings up some implementation concerns.?ÿOther presentations include those from Trimble, Dewberry, ESRI, NC, and VA representatives.?ÿ
I can understand the frustration trying to deal with potential implementation in your office. It always seems that the ??usual suspects? keep track of these issues and the wider community acts as if it was a secret plan.
As the NGS has regional Advisors covering all our states and territories, if you feel you need more information and want to know who to contact call or write them to present your concerns. Arrange for them to speak to your local or state meetings. Write or call NGS. Don??t expect them to read or respond to posts on Internet forums.?ÿ
BTW, I retired almost ten years ago and pursue study of these issues out of purely personal interest. I have no inside information.
