If I understand what you are doing, I’d say it is normal. Float, while collecting static data, means that you have no integer solution (ie/initialization when in RTK mode). Collecting data in static mode, with no correction signal, your position is going to be +/- 10 feet or so.
Rejoice in that, it used to be +/-300′ when selective availability (SA) was active and the US constellation of GPS was the only game in town.

Static work is just data collection, so there’s no attempt to resolve ambiguities during the collection period. It’s going to be post-processed anyways….
That being said, if you’re tracking the realtime location of a receiver during a static session, and you have a fairly modern receiver tracking 2-4 constellations, it ought to settle down and bounce around within a few feet after 5-10 minutes or so….
