I am not too familiar with the new rules on the GPS radios, other than they must be narrowband compliant. I have a Topcon Hiperlite base and rover rtk setup, and I love it. I don’t need alot of range distance wise for most of my jobs, so they work great with the spread spectrum radios, and I don’t have any licensing issues.
I would think that the unit you have could easily be converted to a base and you could pick up another unit as a rover, or get a newer unit as a rover. Hayes Instruments could probably fix you up.
As far as the robot, I would think that a Topcon GPT 8005 is a pretty good choice. I bought mine used in 2007, and it has been pretty darn reliable in the 6-1/2 years I have owned it. I run mine off of an external battery. I have 5 of the onboard batteries, and it is time for them to be recelled. The GPT 8005 is pretty old technology as far as robots go, but I use mine on almost every job I do. I am sure the newer robots track better, and have better battery life. I would definitely go with a reflectorless option, if you can. Both my robot and my Topcon CTS 3007 both have reflectorless. I use it (reflectorless) on every job I do.
The Satel radios would need to be programmed to be narrowband compliant. I would suggest a bluetooth radio setup similar to this one:

I have a similar setup, and the battery life is awesome, and much, much lighter that the satel radios.
