I agree. Especially once you put it inside my least favorite part of it, the humpty dumpty case, that can’t stand up on anything but perfectly flat ground, or it will have a great fall.
Everyone that’s offended by the way DOT uses coordinates should approach them (photos and surveys would be a good start) and explain to them how everything they’ve done for the past 60 years is all wrong.
Tell them that you will not even try to get any work from them as long as they incorrectly survey.
Or we could recognize that not all DOTs are the same, nor are they intended to be the ultimate authority on how we all should perform surveys. We do DOT work in a half dozen (maybe more now) states, while continuing to incorporate advancements wherever we can and showcase their benefits.
In several cases we have convinced DOT leadership to adopt a new method or process in order to save a great deal of time and money. They didn’t seem to mind.

Way to go, maybe soon the long nightmare of surface coordinates will be a thing of the past.
