@john-putnam When the 2017.50 epoch was published, the current NGS geoid model was 12B, thus the derived COH values are based on 12B, not 18.

75/25 chance that it is simply a ’29 vs. ’88 datum issue. I don’t know exactly where you are, but the difference between those 2 datums in parts of CA is around 2 feet. As for the float solution matching better, that is simply chance.
Good point about the BM possibly being on 29 datum. If I were doing what the OP is trying to do I would check the same published benchmarks used in the CRTN project document.
