RinexDates was specifically written to backdate Rinex files with correct collected dates to a Date somewhere before the 1 billion GPS second. You want to do the opposite … not possible with this tool.
Did you try to update your receiver to the latest firmware?

My GNSS reciver Leica Uno 10 (2008 year old) write date 06.01.1999 (January = “99 1 6”), but real date is 22.08.2018 (august).
Can I change date with Rinex Dates?
You can fix this issue in the RINEX file rather easily using NOTEPAD, BUT, you need a good understanding of RINEX File formatting.

The year offset for data collected since leapday in 2020 should be -22yrs again (version 1.7) instead of -28 ys as in version 1.8.
So your RinexDates1.7 should work again. I’m not able to test myself.

i confess to not using NOTEPAD in decades. I prefer either Vi/Vim/GVim or “grep” in Unix or a Unix emulator like Cygwin (for Windoze). They are much more robust. From its description it appears that Mr Lambrecht’s tool is the way to go under Windoze. Unfortunately(?), I no longer have an computer running That OS.
Let the text editor preference wars begin.

I’ll stipulate that there are many GOOD text editors around, and NOTEPAD is dated (at best). It is however a big step up from Edlin!
