From your description, it appears that a novice was trying to set up the tribrach, and stripped the plastic thumb screw adjuster by attempting to go past it’s limits…
It has been my experience that any time you dismantle a tribrach, make repairs, and re-assemble, you need to also recalibrate the level vile to the mounting plate. Without fail, every time I made repairs, the mounting plate would get knocked around, throwing the level vile 1/4 bubble out. It would be a good idea to check the level bubble anyway if your tribrach get handled by a gorilla gripped rodman or thrown in the back seat of the survey chariot instead of being treated with the same care as your instrument.
