Exactly, Idaho’s Basis Of Bearings is the United States ergo “Inland North West” while Wash/Ore Basis Of Bearings is the Pacific and should therefore be North East and not North West.

Use the US as a reference and Idaho is in the NW quadrant.
Use the Pacific as a reference and Washington/Oregon is in the NE quadrant.
Use the US (Terra Firma) as a reference; Oregon, Washington and Idaho are all in the NW quadrant. Idaho is inland; Oregon and Washington are adjacent to the Pacific Ocean.
Use the Pacific Ocean (The High Seas) as a reference; you are out in the water…
