I believe it's a tool to measure/ adjust the tension on a multi-geared bicycle chain.?ÿ Why it's been modified with the added carriage nut tool is anyone's guess.

If the sillyness is over. It's the handle for the ratchet on truck trailer's holding strap system. Once sold at Fleet Supply. They have since gone out of business. The trucker who lost it probably had to use a crescent wrench to unloosen the straps so he could get unloaded. Put it on Craigslist. Hell probably call you soon.

I watched three videos on the subject, and don't think the object in the original post woul have worked for them. It is shorter, less robust, and there was no use for the fancy shapes.
