If you build a monument, eventually other development will occur around it (photo circa 1917)

I recall oftentimes reading that D.C. was a swamp; I thought it was just a metaphor.

Of course if it's just a survey property monument, other property pins will occur around it...:-D

Here is original plan of the city overlaid on a current map to show the limits of the reclaimed land along the west side of the mall.

There also used to be a canal running north of the White House.
