Oh, she's still on TV today
All those episodes have been in syndication all these years. In fact, during lunch today, I saw an episode with her in it.

Here's the answer
It's Aunt Bee from The Andy Griffith Show. Frances Bavier is her name. She was born December 14, 1902. That gives you some idea as to how long ago that photo was taken.
