So I am about to submit an application to sit for the exam. I am licensed in Tx and Ca.In regards to comity, I can't tell if I will be required to sit for the full blown exam or just a state specific exam - would that be a Board determination after their review of my application?

It kind of depends, when I took the test in 1991, I was already licensed in TX and CA. TX by a 16 hr test(No NCEE at that time) and CA by comity and a short State Specific test. I took the entire 16 hrs for OK. Their reasoning was that I had no prior NCEE testing and that their entire test, except for the state specific, was NCEE. You just never know.:-(

If you haven't taken any NCEES exams (FLS, PLS) then you will have to take them first. Since your Texas RPLS number is in the 4000's, you probably will have to take the whole 16 hours of exams as Stephen indicated in his response.

Licensure by Comity or Endorsement A person holding a certificate of licensure to engage in the practice of land surveying issued by a proper authority of a jurisdiction or possession of the United States or the District of Columbia, based on comparable qualifications satisfactory to the Board, will be given comity consideration. However, the person may be required to take such examinations as the Board deems necessary to determine the person's qualifications, but in any event, the person shall be required to pass a written examination of such duration as established by the Board, which shall include questions on laws, procedures and practices pertaining to land surveying in this state."

There is a lot of room for discretion. They can require anything from the 2 hr State specific to the whole 16 hours.

If you know any recent SIT's talk to them about the first half, the fundementals, as it is now much different than when I took it in 1991. We had two from our office take it recently. So far no joy.
As I understand it, the P&P part is not a whole lot different than it was 20 years ago.
