Capt. Higgins definitely does not mince his words. There are a number of his weekly "Crimestoppers" videos on youtube. After seeing a few of them, I wondered how much of his hutzpah was for just the camera...
Then I watched this video of him addressing the graduating class of Louisiana State Troopers. After I saw this I realized Capt. Higgins is not only for real...he's surely one-of-a-kind. It is worth the time to watch.

Lt. Higgins is for real. He sent me a word document of his Graduation ceremony speech along with the following:
I should clarify that the main body of this speech came to me in my sleep after a couple of weeks pondering, praying and worrying about it. I had never presented an address of that nature and I was searching my heart for the right words. I did not consider myself worthy. I woke from a dead sleep one morning very early and I had this speech in my head. So I recorded it on my phone and later transcribed it. I cleaned it up a little and tweaked it but basically the speech I presented was the same one that had been imprinted in my head.
I'm just saying... I was a messenger.
