If David would export a bit more snow to Austin and the OWM be rejigged to stop sending so much to North East North America, could Kent qualify as his assistant "Snow Surveyor"?

Our Snow Surveyors work at DWR (Department of Water Resources). I interviewed for a job at DWR 3 or 4 years ago (in Field Surveys which is a different division) but the position got moved to a different office and they didn't hire anyone.
