The on campus Sandusky assaults took place in the Lasch Building, essentially the football locker room. It is equipped with large gang showers, which is acceptable since college football players are adults. The following quote is from the time when Sandusky was negotiating his retirement package. Joe Paterno being his boss was directly involved at the time.
"Penn State officials were familiar ith the issues of liability that could arise from Sandusky bringing minors to the Lasch Building. For example, notes maintained by Paterno reflect that Sandusky proposed several continuing connections with Penn State when he retired in 1999. Among these connections was that he would have continuing "access to training and workout facilities." A hand written note on this proposal reads: "Is this for personal use or 2nd Mile kids. No to 2nd Mile. Liability problems." Exhibit 2-G(Control Number JVP000027)."
It was confirmed that the handwriting was Paterno's. One can assume from the note that Joe was aware the facilities by design were not suitable for youth.
Factual evidence that Paterno said no, yet Sandusky ended up with the access he requested. Freeh had facts that he refused to acknowledge and laid the blame on Joe. Freeh jumped to the conclusion that Joe knew what Sandusky wanted to do in those facilities.
One must however recall that this is the same Louis Freeh that saw nothing wrong occur at Ruby Ridge or Waco.
Penn State is now in the process of redesigning those facilities. Designing for what purpose is unknown.

Considering what went on in that building, I think the "re-design" process should include several hundred pounds of dynamite and/or C-4.
