What's the difference.

Well,

I couldn't care less. Means that I am MAXED out on lack of care.

I could care less. Means that I am not yet maxed out on not caring, but I can MOVE in that direction. If it would help.</div><div>

I'm confused. I am working on ambiguity. Or, should I say on REMOVING ambiguity!

What is proper?

"I could care less" means that you do care. If your intention is to express that you are reconsidering your position on a matter, then go ahead and say that.

If you intend to express that you absolutely do not care about some matter, which, I think, is what most people intend when using this phrase, the "couldn't care less" form is appropriate.
