Anyone familiar with the term?

Not under that terminology.
But, I have seen the results of fences that don't seem to stay in place over the years.

Seems to be a fence with no barbed wire.
A horse could gallop along it without being injured.

A galloping fernce is a smooth wooden fence used in areas of horse ranches. Doesn't cut up the horses when they act a fool, which they often do.

Sounds like an invention that might come in pretty handy for landowners after each time a different mathmagical surveyor comes along.
Imagine, a fence that automatically gallops after the ever elusive "true" boundary each time it's spotted in a different location. It would make a whole segment of our colleagues relevant!
