How was the notice given?
Certain areas of the country the UPS drivers would be used to bears being about and would hopefully know how skittish black bears in particular can be and would know how to scare them off, but company rules (or most likely their union) would probably direct them to do what was done in this situation. As far as the delivery of the notice, the driver may have put it in the mailbox, but I know it's a violation of federal law to put anything in someone else's mailbox, unless you are a mail carrier, are UPS, Fedex ... drivers considered mail carriers?

Private carriers will sometimes contract with the USPS to deliver certain items, so occasionally a Fedex or UPS box will show up in the mailbox. But that is always delivered by a USPS employee, and from what my postal worker friends have told me the private carriers are forbidden by law and company policy from putting anything inside a mailbox.
I've had them slap those "sorry we missed you" stickers on the outside though...
