This is the very point that I have a disagreement with our attorneys on. I believe that R.O.W. is held in trust for the public, but the attorneys feel that it's the City's, so we're dedicating to ourselves according to their opnion. But what do I know? 😉

The "city of X", a municipal corporation, hereby dedicates to the public of the "City of X", a municipal corporation of the State of Y, the following described tract for street right-of-way purposes:
One is an entity and the other is entity accepting on behave of the public.
