I believe you are correct about what the money end of the industry is attempting.
By law, they can not price fix anything. That does not stop them from telling customers what costs should be.
IMHO the banks and real estate people are making the most money with the least efforts.
It also amazes me that their properties are appraised higher than others.
I do not haggle with them over fees.
They cannot wait for the lowballers to do all the surveying, they are too greedy and they have deadlines.

I think they can. to some degree but not on a job by job basis.
but stating that they will be the lowest priced surveyor would be an ethical violation. Do they have a mole at every competitors' company?
or are they just going to be a $1 or so lower than any other price in the area. sounds like a race to the bottom to me.
then there is the old adage that applies.
If you want it cheap, fast and quality work..
you only get to pick 2 of the choices and the third will not be doable.
