I've been looking at all of the government web sites that advertise projects. I'll tell you that the first week was terrible. I got us registered at CCR, fbo, ptac and a few others. Took sometime to get a grip on it all.
Do most firms have people that do nothing but project procurement?
I'm still wading thru all of it and I am making progress, just wondering how the rest of you handle this.

Charge a premium fee to government agencies for all the bs shovelling.

That's the plan. Some contracts state that the award will be lowest bid. Other projects state bid award will be qualified bidders.
I'm not looking at being a prime contractor but a sub.

In my experience this is a total waste of time unless you are a large firm with political connections.

Right now, all government contracts have to go to small bussinesses. Get your act together and hook up with some of your buddies and go for it. A small bussiness can hook up with a large bussiness and make them selves look good in the QBS system. Ted might be able to give you some good pointers in how to put a proposal together, he used to review them.:-)

If you want to be a "sub", your priority should be the prime contractors.
Let them handle the paperwork/interviews and call you as needed (i.e. business cards, hand shakes, and doughnuts).

Note: The market is tough when politics is involved.
