Easement Situation

Interesting situation:

Recent boundary entrancement (gov. land - New Hampshire) revealed an encroaching town maintained road, and 2 driveways for access to private property. The town and private persons have no rights to anything on gov. land.

The feds wish to resolve this issue by granting an easement to the town and abuttors.
Gov council is pushing to grant one easement to the town and extend the limits to coincide with private ownership, thus in his opinion eliminating the need to grant separate easements to each owner.

Does this solution seem fishy? To me the private owners use is far different than the publics.

I would agree (I think based in info given) that easement to Town up to private limits should suffice.

However, I think a couple of questions need to be answered. How old is road vs. Fed Gov't ownership? If the road predates Fed onership there may already be a right-of-way in place.
