Is this for real? The first part sure, but that your jurisdiction actually sends a crew (at public expense?!) to confirm monuments set are where the new record purports them to be? Asking genuinely, this sounds utopian. A subdivision I am in progress on has 150+ new monuments, what public entity has the resources to field check all that?
Old timers in my area said this sorta used to happen here. The city/county didn't make measurements but they certainly went out and walked the site to verify pins were set. I don't think they do that anymore though.
Would the public be worse off if it was unacceptable for a PLS to certify a plat showing a gap or overlap or any ambiguity regarding the boundary between two parcels?
I would say yes. I think someone on here mentioned it before, but it might encourage people to intentionally "grow" their fences.

I think we would all agree that relying only on occupation is not on a path. The issue I see here is occupation, combined with surveyed monuments that have been in place for decades.
