A group of licensed CA surveyors have come to find out a post 1982 Civil Engineer is doing boundary surveys and construction staking for building and ADU locations and signing/stamping exhibits. He is not allowed to do that in the State or California. Aside from that, he’s charging chump change for the work and has an unskilled individual doing his fieldwork. He is bringing the value of our work down to almost nothing. The Board won’t do anything unless they have proof in the form of signed documents and forms.
I was wondering if any of you have any suggestions on how to proceed or any idea what to do? A lot of us are losing jobs to this individual as the homeowners don’t know the rules.

Submitting evidence to the board in the form of documents he has signed/stamped but isn't authorized for should be sufficient.
Can't you get copies from the Planning and/or Building Departments of your local agency?
That’s what I’d like to do. I’m just wondering if they would actually release the documents. I was thinking of actually telling these departments to educate their inspectors to look out for this RCE number on documents and that he is not legally allowed to sign them.
Those are public documents. If they won't give them to you, file a public information request.
With the exception of the boundary work you mentioned, an engineer in CA can actually prepare flood certs and perform layout on their own projects. See 'Professional Engineers Act' section 6731.1. The FEMA also allows engineers to stamp flood certificates when allowed by state law.
