What methods or tools have been made or successfully used to set capped rebar corners in between two fences when you can’t get your hands and body between the fences?

How tall are the fences and of what type?
Every situation is different, it seems. Last week I had to remove 3 fence boards in order to set a corner monument. I replaced the boards when I was done, and got to meet the backyard neighbor who came out to see what all the banging was about.
I carry a folding saw in the truck, and have on occasion used it to cut the bottom off a fence board in order to access a corner. One time I used a hole saw to drill a hole in a bottom fence rail so I could drive a rebar down through it; I used another rebar as an extension to get the first one down below the rail and flush with the ground.
And sometimes I have no practical alternative to setting an offset monument. I don't like doing that because of the potential that it'll be mistaken for the corner, and when I do set an offset I provide my client with a detailed drawing showing the relationship between the monument and the corner. And then I cross my fingers. But I live in a recording state, so whatever I set is shown on a public document.
You should have seen the giant stack of concrete blocks we had to move and then put back just to get to the existing bar at the property corner. I think the bar was about 18 inches from one edge and about 24 inches from the other edge. As I recall, the pile was about 8-10 blocks high.
