Ever notice how the North America on the left has a lot more members than the North America on the right?
If you slide the map around the points disappear from one side and pop up on the other side. So what you noticed is an accident of the view positioning.
the issue is an ESRI annotation spacing and masking process... GIS has it's own universe of things much like C3D,
the process of zoom annotate move rinse repeat is an amazing bit of map math going on behind the scenes...and a perpetual problem to solve
