It is interesting, and I know it's not correct.
What is most interesting (to me) is the direction of the answer ChatGPT gives based upon internet text data and the "natural" (human language) syntax of the initial inquiry.
Stated another way: What question did you ask ChatGPT to get that response?
Or did you literally cut and paste the OP question? I can't tell from your response?
@dougie no individual entity has a specific interst in a public utility easement until they use it. The appropriate governmental body (apparently the city in this case) operating as the trustee for the current and future public utilities and the public in general can do what it wants subject to their own ordinances and statutes, just as they accepted the easements on behalf of the public and the current and future public utilities when the accepted the plat.
Of course if a utility company is using the easement it gets more complicated.
